This talk will seek to identify under what conditions central governments in Europe devolve 'strong' powers to regional governments through a comparative analysis of eighteen European countries since 1815. The first step is to build a conceptual typology of devolution, then to map its occurrence in Europe in the period 1815-2015, and finally to identify which conditions are necessary and/or sufficient for ‘strong’ devolution to occur.
