 How could Ukraine join NATO in the near future, given that Russian troops are almost certain to occupy portions of its sovereign territory? In a [a recent article in *Foreign Affairs*](https://ces.fas.harvard.edu/uploads/files/Open-Forum-Papers/Sarotte-Ukraine-NATO-Proposal.pdf), Mary Elise Sarotte argued that history provides answers and precedents as to how to grant membership to a divided state — even one on the frontline. Sarotte proposes that the West German and Norwegian models of NATO membership can be used as precedents for Ukraine becoming a NATO ally.
