DESCRIPTION:<p> </p><p><a data-url="https://ces.fas.harvard.edu/events/2017/04/exploring-and-explaining-devolution-in-europe-1815-2015" href="https://ces.fas.harvard.edu/events/2017/04/exploring-and-explaining-devolution-in-europe-1815-2015" target="_blank" title="">Paolo Dardanelli</a><br>Senior Lecturer in Comparative Politics, University of Kent; Visiting Scholar, CES, Harvard University</p><p> </p><p>This talk will seek to identify under what conditions central governments in Europe devolve 'strong' powers to regional governments through a comparative analysis of eighteen European countries since 1815. The first step is to build a conceptual typology of devolution, then to map its occurrence in Europe in the period 1815-2015, and finally to identify which conditions are necessary and/or sufficient for ‘strong’ devolution to occur.</p>
