How could Ukraine join NATO in the near future, given that Russian troops are almost certain to occupy portions of its sovereign territory? In a a recent article in Foreign Affairs, Mary Elise Sarotte argued that history provides answers and precedents as to how to grant membership to a divided state — even one on the frontline. Sarotte proposes that the West German and Norwegian models of NATO membership can be used as precedents for Ukraine becoming a NATO ally.
